The above law has not been enforced as it should be by Lemoyne or Camp Hill Boro Police for DECADES! The police department has allowed this type of driving to go on for several decades now even though there have been MANY accidents in this area for over 20 years now. Because of this, I was involved in an accident that could have cost me my life if the woman would have broad sided me in my little Japanese Geo Metro with her German Volkswagen.
I was stopped in front of a stop sign on 15th Street wanting to make a left turn onto State St. There were cars in the center lane blocking the intersection and I could not turn left. I put on my turn signal and sat there observing traffic. It seemed dangerous so I observed everything going on. I saw that there were cars coming out from the grocery store parking lot from two different locations. I saw that the cars were lined up illegally in the center lane waiting for the light to turn green to move forward. I realized that the cars to the right, in the center lane made it hard to see traffic coming towards me from the right so I had to really make sure that it was safe to pull into that lane. I looked to the left again and observed that there were cars pulling out from Karn's parking lot but that they were pulling into the center lane and that there were no other cars coming towards my direction from the left side. I knew that this could change cause there are several spots where cars can pull out from and be in the lane that I had to cross so I kept that in mind. The light turned green and about 5-8 cars moved forward. A lady in a black SUV saw that my left turn signal was on and she left a space of one car length in front of her when she came to a stop before the intersection. The lady in the black SUV was sitting where the yellow car is. I pulled out in front of the stop sign and stopped, realizing that this was my opportunity to cross traffic as it looked like she left that space for me to pull out and because we were making eye contact. I had only the tiny space of a car length through which I was given an opportunity by the lady in the black SUV to pull out in front of to turn into the other side of the street and go left. I looked to the left and saw that no cars were pulling out from any of the side streets or from Karn's parking lot. I ascertained that it would be safe to pull out. I looked to the right and saw that there were 2-3 cars pulling onto State St from the light which was about 20+ car lengths away. I knew that this was safest moment to pull out and cross the road. I looked to my left again and saw no cars in the immediate vicinity which included Karn's first street nearest me. I then next made eye contact with the lady in the SUV to make sure that she saw that I was going to pull out in front of her and it looked to me like she was waiting for me to pull out as we continued to make eye contact. I then looked one more time to my right as I pulled out towards the middle lane because I had to watch for the traffic that was SLOWLY making their way from the light towards where I was going to pull onto the road to but they were still very far away cause they were adhering to the speed limit and that's when Emily crashed into me. The red Volkswagen was speeding well above the 35mph posted and hit me dead center with her front right corner. She was not in my sight range when I pulled out. She must have been driving at least 50 or more mph to when she hit me. The force was so tremendous that it pushed me back off the street and several yards backwards to where you see the first antifreeze leakage on the road near the manhole. Note the position of debry around manhole which was site of impact. She preceded to fly forward at least 3-4 car lengths before she came to a stop. Note how my car's debry flew for several yards to the right due to the force of her car impacting mine. She claims she saw me pulling out but she never braked! She said something about wanting to honk but didn't have time. Breaking would have been far more important than honking. She did neither! There are no skid marks on the road. I did not see her when she hit me. There were no cars to my left when I pulled out...there were cars coming towards my direction from the right but they were still near the light. It was a total shock when she came flying out of nowhere and hit me. She had no control of her car. She had to have swerved towards the middle lane where there were cars, I believe towards the empty space I was heading towards, and then swerved in to hit me dead center in the front with her right passenger front side corner. Kind of like the yellow car is swerving and into the blue car. She could have swerved like the red car but she didn't do that either. She was speeding and she didn't apply her brakes. It is my belief that Emily the driver of the Volkswagen saw that there were over 40+ cars lined up in the center lane waiting for the light to turn so that they could turn left and I believe she took this opportunity to fly down the right lane as there were no other cars in front of her for several thousands of feet. I believe she had no regard for traffic trying to cross the lane to turn left as she was speeding down the road. I believe she accelerated her speed after she passed Karn's parking lot which might have had cars waiting to pull out. I believe she didn't think anyone would be waiting at a street after Karn's. I believe she was speeding thinking no one was in front of her and she was trying to get to the light.
I was at that stop sign for at least one or two light changes observing the conditions around me before I was able to pull out. I did not pull out hap-hazardly. Emily was speeding! The woman in the black SUV saw me looking left and right several times trying to assess the situation. I am not sure but I think that the woman in the black SUV might be one of the witnesses.
Camp Hill Boro Police have allowed cars to use the center "LEFT TURN LANE" on Center St. for over 1,000 feet ( several blocks) (usually 40+ cars lined up in the center illegally) to drive down and wait to move forward so that they can turn left at the light. Because of this there have been MANY accidents due to the cars illegally blocking the left turn lanes making it unsafe to cross. Apparently people's lives and health's are not worth saving by enforcing this law.
I took several pictures, and the flow of traffic can be observed in my pictures. I also took pictures of other cars doing the same thing as I was trying to do and my pictures show what position their vehicles are in crossing the street. It is very obvious that a car would impact at the side of the vehicle and not anywhere near the center front of the vehicle. I have no idea why Emily swerved to the left and then to the right to hit me in my front. I was not driving down the wrong side of the street which is the only way that could happen IF she stayed heading straight. The witnesses should state that she swerved to the left and then to the right before hitting me. I took pictures of the intersection to show that if this individual was paying attention she could have veered to the right towards an empty lot, a curb or the right lane of 15th St. She was speeding and in my opinion not paying attention or on her cell phone she could have safely veered to her right where there was open space but instead she veered to the left towards where all these cars were and in some bizarre way managed to hit me in the front dead center. There are two witnesses. I am under the impression that they think I pulled out in front of her and that I was in the wrong. I do not believe these two women are taking into consideration that Emily was speeding or that they are culpable for their actions of blocking the center lane. These two witnesses can testify that they saw me wanting to turn left and that I was trying to pull into the only available space to turn left that was in the center area of the intersection. These two witnesses might be able to state that the vw was driving too fast. They should be able to testify that she veered to the left towards their lane and and then towards me before she hit me. There are no skid marks from this woman's car as she did not brake.
Sergeant McNaughten got out of his car (with my paperwork in his hands) and was coming towards me and Emily and I took this opportunity to ask Emily as Sergeant McNaughten was in hearing range, very civilly, if she was on her cell phone since she didn't brake. Sergeant McNaughten YELLED at me in a very hostile, aggressive and rude manner "Eva! Here is your paperwork!" as he shoved my documents towards my face! I yelled back at him "You don't have to yell at me like that, I can hear very well!" He said "You weren't listening" or something like that and I said "You never said anything to me you just started yelling at me!" After that he stopped being so cocky.
I later asked if he was going to take pictures or anything of the crime scene and he said he didn't have to. Sergeant McNaughton was very rude and disrespectful towards me from the first moment I spoke to him. I never said or did anything to cause him to behave as he did towards me. He was very hostile and mean.

I was over the manhole cover when I got hit I was looking at the lady in the Black SUV (close to where red car is in this pic)...The red VW was no where in my line of vision. She was speeding...otherwise I would have seen her as you can see the white SUV coming towards me in this picture! Since I saw no one in the lane nearest to me I entered the road and looked to the right to watch for opposing traffic and the red VW hit me. I was pushed off of the road and stopped where you can see a puddle of antifreeze located to the middle far left in above pic.
I waited two long months before I found this perfect little Geo Metro that got 52 mpg. I absolutely adored my little car. I drove it like I was behind the wheels of a motorcylce and was very aware of my sorroundings. Prior to my Geo I've owned all large cars which I felt very safe in. I knew my car had very little to protect me but that was the trade off for better gas mileage. I have advertised on Facebook that I was looking for a Geo Metro so that I could travel all over Pennsylvania to take pictures of old delapidated barns and farmhouses for a coffee table book I plan on getting publshed. I researched the Geo Metro EXTENSIVELY before purchasing it. I drove it knowing it was not the safest car to be in. I waited at that stop sign for the safest oppertunity and this woman came barreling down the road in my opinion in excess of 50mpg and wasn't driving in a safe manner, did not brake or excercise logic before she hit me! I absolutely adored my little Geo Metro. Now I have NOTHING! I am pissed to say the least. I had plans of driving to Lancaster this past weekend to take barn pictures and couldn't. I just bought a gas guzzling van and am not happy. I waited two months to get my Geo to travel around Pennsylvania to take pictures of barns and farmhouses. My Geo Metro is worth $2,000.00 to $3,000.00 in the condition it was in before Emily hit me.
